Chipping or mulching: they solve different problems
People often use the words interchangeably. They are quite different jobs.
The short answer
A chipper processes material you have already cut and brought to it. A mulcher goes to the standing vegetation and processes it where it grows. If you have a pile of branches, you want a chipper. If you have a hillside of gorse, you want a mulcher, because with a chipper somebody has to cut all of that and carry it down the hill first.

Chipping
Chippers are the right machine for material that is already down, prunings, arborist waste, a pile of branches after a storm. The output is a useful chip you can spread or take away. The constraint is that everything has to be cut and physically fed in, which is fine for a trailer load and impossible for a hillside.
Mulching
A mulcher is a mobile machine that drives at standing vegetation and reduces it in place. Nobody cuts anything first and nobody handles any material. On a slope that is the entire difference between a job being feasible and not. The output is a fine layer left where it falls, which suppresses regrowth and protects the soil surface.
When the other option is the right call
If your material is already cut and stacked, or you specifically want clean chip to use elsewhere on the property, a chipper is the right call and a mulcher is not what you need.
